Gaming mouse should be your first choice.

First, mouse is the controlling the game the most. When you move forward all you have to do is press W on your keyboard. But during your run you move your mouse around to turn and target, you left click to shoot, right click to aim, scroll to zoom in and out and to cycle between weapons, and you middle click to throw grenade. So in a single move forward, 99% of the control is from your mouse.

Upgrading mouse will give you much better experience. And if you play MMORPG or a Diablo styled game, you could get a gaming mouse with side number buttons like Razer Naga series. I can play Diablo III one handed only using Razer Naga. All the skills can be accessed from the mouse and I don’t use my keyboard for it.

And in my experience, I just upgraded my keyboard recently. Everytime I wanted to buy a fancy keyboard, I ended up using the money to upgrade other parts of my PC. Once all done and I’m happy with other parts, came my new keyboard. It came the very last of my list.

The best option is to choose keyboard rather than any mouse. But it is only my personal point of view. No offenses.
