Yes. Custom woods (such as walnut, oak, mahogany) or artisanship finishes exhibit a sense of craftsmanship and scarcity, making an artwork desirable. Exclusive finishes, antique, gilded, hand-crafted, can be in keeping with some period and style of art. Once the frame is appropriate with regards to the time and style of the work, it helps establish credibility and increases the level of interest. The frame is often regarded as a part of the art by the collectors. To a large extent, therefore, perceived and actual value can be greatly enhanced by using high-quality materials and finishes.
